PED & ESP Regulations
Compliance, inspections, and legal obligations
A Pressure Equipment (ESP) is a device designed to contain a fluid (gas, liquid, or vapor) at a pressure greater than 0.5 bar. These equipments are used in various industrial sectors and require rigorous monitoring due to the risks associated with their use.
- Identification of pressure equipments: Identify and inventory equipments in the company.
- Compliance verification: Ensure each equipment respects PED standards and other specific regulations.
- Preparation of conformity documents: Collect technical sheets, conformity declarations, and any other relevant documents.
- Elaboration of inspection plan: Prepare a plan detailing control intervals and necessary actions for each equipment.
- Performance of inspections: Perform controls according to the established calendar to guarantee installation safety.
This order sets the terms for in-service monitoring of pressure equipments and simple pressure vessels. It applies to ESP operators and defines requirements for their inspection, maintenance, and compliance with safety standards.
- Identify all pressure equipments and verify their compliance with regulatory requirements.
- Collect and prepare necessary files, including conformity declarations and user manuals.
- Develop a detailed inspection plan for each equipment, specifying monitoring actions and control intervals.
- Perform necessary inspections and requalifications to ensure all equipments comply with PED / In-service ESP monitoring.
To benefit from the provisions provided by the Refrigeration CTP, operators must ensure their refrigeration systems are up to date with regulatory controls: Initial Visit (IV), Periodic Inspection (PI), and Periodic Requalification (PR), and to have established an inspection plan (IP) as well as its approval before periodic requalification (APR).
Without regularization according to the CTP, pressurized refrigeration systems cannot benefit from the provided provisions and must undergo internal inspections and hydraulic tests during requalification, which can lead to additional costs and operation interruptions. There is also a risk of fines, shutdown of your refrigeration production, and non-coverage by your insurance in case of incident or accident.
Before placing a refrigeration system on the market, it is mandatory to affix the CE marking and prepare a descriptive file validated by a notified body, in accordance with the PED.
- Periodic Inspection (PI): Every 24 months or 48 months after commissioning, depending on equipment type.
- Periodic Requalification (PR): Every 6 years for equipments using ammonia (NH₃) or other toxic fluids as refrigerant and every 12 years for other types of fluids.
- Draft and approve the inspection plan in collaboration with an accredited body, based on equipments used and their risk.
- Ensure periodic controls are performed within given deadlines to guarantee continuous compliance of pressure equipments.
- Ensure maintenance actions and inspections are carried out to maintain safety and compliance of installations throughout their operation.
- Perform experience feedback (REX) every 2 years according to the Refrigeration CTP and also if necessary perform these Commissioning Declarations (DMS) on the LUNE website.
After commissioning a pressure equipment, periodic inspections must be performed to ensure its good condition and compliance with the PED. The first Periodic Inspection must take place within 24 to 48 months following commissioning. Subsequently, periodic requalifications must be performed every 6 to 12 years depending on the type of fluid used and equipment type.
